It is necessary:

• when materials containing asbestos are damaged,
• when work is planned on materials containing asbestos,
• when contamination has been observed.
   

It is not necessary:

• When no work is carried out, when the materials are in a good condition or inaccessible (e.g. tiling adhesives).
